With audience extension line items, you can monetize your first-party audience segments by allowing advertisers to reach those users on off-property inventory. Off-property refers to inventory from other publishers across Google's network of publishers, outside of your own properties.

How it works
Publishers can use audience extension to sell impressions against their audiences, off property.
Here’s an example with a breakdown of each party’s role:
- Advertiser: This party buys impressions from Publisher 1 for off-property audiences.
- Publisher 1 (audience extension publisher): This publisher creates a campaign targeting the advertiser’s desired inventory (including audience targeting), buying impressions from an off-property publisher (Publisher 2) through the Open Auction.
- Publisher 2 (downstream off-property publisher): The creatives serve on Publisher 2’s site or app.
Payment and billing
Ad Manager will bill the audience extension publisher (publisher 1 in the example) for the cost of the media they purchased, plus a percentage fee based on the cost of media. The media cost and fee will be included on the same invoice as traditional ad serving fees, but will appear as a separate line item. The publisher will continue to receive a single invoice from Ad Manager.
- Fees: Rates agreed to in the Advanced features tab will be charged on top of media costs.

Total cost: The total cost for the audience extension publisher is dependent on the total number of impressions delivered and the amount Ad Manager bid for those impressions on the publisher’s behalf.
However, the maximum the audience extension publisher can be billed for the cost of media is capped by the maximum average eCPM multiplied by the impression goal provided during campaign creation (the implied line item budget). Put another way, if the cost of media exceeds the total calculated line item budget, the audience extension publisher will not be charged for any excess.
You can review details such as impression quantity, max average eCPM, and max cost in the "Delivery settings" for a line item.

This example shows a billing scenario for an off-property line item with delivered impressions matching the impression goal.
Line item setup:
- Max average eCPM: $2.00
- Impression goal: 10,000
- Line item budget: $20.00 ($2.00 CPM x 10,000 impressions / 1000)

- Impressions delivered: 10,000
- Average eCPM: $2.00
Line item billed amount:
- Media Cost: $20.00

This example shows how the implied budget caps the total cost of an off-property line item, even though delivered impressions exceed the impression goal.
Line item setup:
- Max average eCPM: $2.00
- Impression goal: 10,000
- Line item budget: $20.00 ($2.00 CPM x 10,000 impressions / 1000)
Line item actuals:
- Impressions delivered: 11,000
- Average eCPM: $2.00
Line item billed amount:
- Media Cost: $22.00

Enable audience extension campaigns
To start using audience extension line items, you must first enable audience extension campaigns. This step requires the Administrator or Legal manager user role, or the Sign and accept contracts permission. You only need to perform this step once.
To enable audience extension campaigns:
- Sign in to Google Ad Manager.
- Click Admin, then Advanced features.
- Under "Feature," locate "Audience extension campaigns."
You can review associated costs for the feature under "Rate." - Under "Status," turn the switch on
.
- Review and accept the terms.
Create an audience extension line item and add creatives
Audience extension line items are available for display or video ads.
Note that in an order, audience extension line items are included in "Total projected value," but not in "Total booked impressions," since the impressions are not guaranteed.
Step 1: Create the line item
Setting up an audience extension line item is similar to other line item setups, with a few exceptions. You can add an audience extension line item to a new or existing order.
Note that both on-property and off-property (audience extension) line items can be created in the same order. However, separate line items must be created for each inventory source, and they can’t share the same impression goal or budget.
- Sign in to Google Ad Manager.
- Click Delivery and then Orders.
- Choose an option:
- To create a new order, click New order, then set up your order, and click Add line item.
- To use an existing order, click the name of an order, and then New line item.

- Next to "Inventory source," select Serve to off-property inventory.
- Under “Ad type,” click Display or Video or audio ad.
- Enter details for the line item. In addition, the following sections include required fields for off-property line items:
- Line item type: Make sure "Audience extension" shows as the type.
- Expected creatives: Select one or more expected creative sizes.
For audience extension inventory trends, expected creative size is required. - Delivery settings: Along with your delivery settings, enter the quantity of impressions, and a "Max average eCPM." Max average eCPM is the maximum cost per 1000 impressions (for the entire line item) that Google should use to buy inventory. For audience extension inventory trends, the following delivery settings are required: Start and end times, Quantity of impressions, Audience segment targeting, and Max average eCPM.
- Add targeting: Positively target at least one first-party audience segment. For details, review Targeting for your off-property line items, below.
- (Optional) View inventory trends. You can view inventory trends if you completed the following fields in your line item setup: Expected creative size, Start and end dates and times, Quantity of impressions, Max average eCPM, and Targeting. Note that a frequency cap can affect the inventory trends chart.
- Inventory trends: Indicates the bid curve for the selected fields for the last 7 days.
- Deliverability status: Indicates if the line item is unlikely to deliver based on historical data. Note that this signal has a safety buffer, and does not factor in other active audience extension line items. Your own inventory is excluded from audience extension inventory trends.
- After you finish setting up your line item, click Save.
Step 2: Add creatives
After you set up your line item, you can add your creatives. The steps are similar to adding creatives for on-property line items. For details, visit Add creatives to a line item.
However, note the following details about creatives used in off-property line items:
- You can use either a custom or third-party creative.
- The creatives require specified click-through URLs.
- Internal redirect tags from Campaign Manager aren't supported for audience extension campaigns. Follow the instructions to traffic a Campaign Manager tag as a custom creative if you're using a display Campaign Manager tag.
- While you may use the same creative for on-property and off-property line items, the off-property creative may treat some fields differently. For example:
- Serve into a SafeFrame: Off-property creatives always serve into a SafeFrame, whether the box is checked or not.
- Macros: Off-property creatives support the following macros:

- Audience segment targeting:
- Only first-party audience segments can be targeted.
- At least one first-party audience segment must be positively targeted

If you target a segment that's not currently used in targeting, serving to that segment could take 24 hours to several days to take effect. However, larger lists may take longer. Segments that are not targeted by any running line items are temporarily unloaded from our systems for performance reasons. Note that the same segment targeting restrictions for on-property line items apply to off-property line items.
- New targeting dimensions for audience extension line items:
- App: Enter apps whose off-property inventory you want to include or exclude in targeting. Note that the App dimension includes only iOS and Android apps.
- Site: Enter sites whose off-property inventory you want to include or exclude in targeting.
- Content language: Target languages used in the content of the off-property inventory.
- Minimum historical viewability: Select a minimum threshold for the likelihood that the inventory would be viewable by the end user.
- Other targeting useful for audience extension line items:
- Inventory type: Allows targeting an inventory type, such as "Display" or "Mobile app."
- Content category: This category enhances the value of ad placements and increases brand safety while maintaining inventory control.
- Brand safety category: This category improves campaign safety for advertisers. Brand safety category filters help to secure campaigns and minimize the risk of ads appearing alongside undesirable content. This approach reduces the need for advertisers to intervene due to brand-inappropriate placements. Note that brand safety categories can only be excluded. How delivery works
Understanding how pacing and delivery work for audience extension line items can help you accurately monitor your campaign's progress.
Google Ad Manager computes daily delivery goals by dividing the remaining impressions by the remaining days left in the campaign, then adding a buffer of up to 5% to protect against underdelivery.
Example
Because of this calculation, there's no specific "catch-up" setting for audience extension campaigns. Instead, the daily goal mechanism automatically compensates for any previous underdelivery by spreading the remaining required impressions evenly across the remaining life of the line item.
As a result, if a line item previously underdelivered, the pacing indicator in the Ad Manager UI might still show it as underdelivering, even if it's on track to catch up. The line item will continue to appear behind until the end of the campaign, though the extent of the underdelivery decreases over time as the daily goals adjust.
Find your audience extension line items

Sign in to Google Ad Manager.
- Click Delivery, and then Line items.
- On the table, review the "Type" column for line items labeled "Audience extension."
- To filter the table, click Add new filter, and then:
- Select Type, is any of, and Audience extension.
- Click Apply.
Review audience extension creatives with violations
Ad Manager scans creatives that are part of audience extension campaigns against additional policies. Creatives with violations won’t serve off-property, but may serve to your own inventory (on-property). Review any details of the policy violations to help determine what action to take.
To review the creatives:
- Sign in to Google Ad Manager.
- Click Delivery and then Creatives.
- Review the creative with the policy violation alert, and make changes as needed.
Reporting
You can report on your audience extension campaigns in two ways: directly from the order or via a dedicated Interactive report type. These metrics and dimensions are supported.
To report from an order:
- Sign in to Google Ad Manager.
- Click Delivery and then Orders.
- Click the name of an order that contains audience extension line items.
- Click Run report, then select Off-property report.
Tip: For orders that include both on-property and off-property line items, an "On-property report" option shows as well. - Review the report results.
To report from Interactive reports
- Sign in to Google Ad Manager.
- Click Reporting, then Interactive reports.
- Next to "Create my own report," click the menu and select Off-property campaigns.
- Add metrics and dimensions, and make any other selections for your report setup.
