Brave is deprecating the "block all cookies" global Shields option. We will continue to support the ability to block all cookies on a per-site basis.
We've observed that the "block all cookies" global toggle provides insufficient privacy protection and a false sense of security while causing maximal breakage. Malicious trackers on the Web use a wide range of profiling techniques that use all sorts of state, not just cookies. This is why Brave partitions all network state by default. For users who really don't want websites to set any kind of data whatsoever, we already offer a site setting called On-device site data that controls all storage (not just cookies), which is a more comprehensive privacy protection.
How to bring back the Block All Cookies option
On Deskop and Android
Go to brave://settings/content/siteData and select Don't allow sites to save data on your device.
Alternatively, you can also enable brave://flags/#brave-block-all-cookies-toggle
